SUBSTANCE: time intervals between the moments of passage of marks of the monitoring object during specified angular turns of continuous relative rotation between the object and readout positions-recording of its marks are being continuously measured, they are memorized, and the angles between the marks of the monitoring object are determined according to them by approximation formula. Angular marks on the object are formed in step with signals of record of marks of specified topological structure in accordance with the preset parameters of approximation formula. The device has a rotary shaft with readout marks, monitoring objects, readout positions-records, monitoring object selection assembly, control unit, computing analyzer, high-stability frequency pulse counter, registers, flip-flops.
