FIELD: monitoring of stationary and mobile objects, exchange of voice and data, in particular, monitoring of location and condition of expensive or dangerous goods which are located on mobile objects, on-line transmission of this information to service which is responsible for their tracking, delivery of information about condition and functioning of stationary objects. SUBSTANCE: system has N1 satellites 1, 2 which are located on circular orbits, which height is 500-600 km, and operate in n planes each of which has N1/n satellites. Satellites are equipped with repeaters which operate in single band with code of frequency separation of signals. In addition device has N2 satellites 3, which are located on geostationary orbits, and their Earth stations which are located in control centers 6, 9 on Earth. In addition system has N3 satellites 4 which are located on circular intermediate orbits, which height is H, and operate in m planes which are spread uniformly in equatorial plane at angle to each other. Each plane contains N3/m satellites which provide N3/m × ξ total coverage zone which corresponds to (1.2-1.3) L, where ξ is size of coverage zone of one satellite, L is length of Earth equator.
