FIELD: radio engineering, communication.
SUBSTANCE: invention relates to the satellite communication systems with space and land segments, and, in particular, to the multilevel satellite communication system using low-orbital groups observation spacecrafts. The space segment consists of the orbital group of three relay satellites evenly spaced with reference to each other on geostationary orbit, and the orbital group of observation and communication spacecrafts consisting of low-altitude group of observation spacecrafts and medium-altitude group of communication spacecrafts, the land segment consists of land complexes of transceiving of target information and control of observation spacecrafts of low-altitude group and medium-altitude group of communication spacecrafts, and also of land complexes of transceiving of target information and control of relay satellites of orbital group in geostationary orbits.
EFFECT: increase of efficiency of communication in absence of inter-satellite communication channels and land communication channels.
