FIELD: TV broadcasting systems which have hundreds of information channels, system for channel selection by means of menu, and program control information signal which carries data and identifies program selection possibilities. SUBSTANCE: method and network controller design involves control of configuration of user sets in program broadcasting system by means of modification of program control signal at node station of cable TV network before transmission of modified signal to user terminals. Said signal is used together with request methods for receiving data flows which are output by user terminals. Device provides initialization of such data from terminals, receives all received data and detects demographic information about spectators and information about chosen programs. Device processes this data and information for generation of advertisement packets and generation of reports about accounts and payment bills which are sent to each user terminal.
