FIELD: insulation materials. SUBSTANCE: invention consists in activating silicon dioxide or metal oxide by alkali metal carbonates with mechanical stirring and chemical modification of surface by mono-, di-, and triethanolamines at elevated temperature. The latter operation is carried out at 160-180 C and weight ratio of disperse material to ethanolamine from 1: 0.06 to 1:0.24. Original material is preliminarily dried to moisture content no more than 1 wt %. Activation and modification of surface are carried out for 1.5-2.5 h. Method can be applied in building, chemical, oil and gas processing industries. EFFECT: essentially increased hydrophilicity and oleophobicity of material and reduced (10-25 times) power consumption. 2 cl, 1 dwg, 1 tbl
