FIELD: mechanical engineering. SUBSTANCE: liquid is obtained at corresponding rotational speed of journal (2) rotating around axle (1) at measuring pressure in measuring line (3). Journal is installed for sliding in stationary body (5) and has hole passing from journal end (6) along rotational axle (1). Body (5) is provided with first groove (9) surrounding journal (2) which communicates through at least one transverse hole (12) in journal (2) with another hole in journal. Converter has liquid flow circuit connected from one side with reservoir (10) being under primary pressure and from other side with settling tank (8) being under no pressure. Settling tank envelops first groove (9), transverse hole (12) and throttle (11). Measuring line (3) running between transverse hole (12) and throttle (11) branches out of settling tank. Throttle (11) serves as clearance (11) between structural member coupled rigidly to body (5) and journal (2). Dynamic balance depending on rotational speed is formed between reservoir (10) and settling tank (8). It determines measuring pressure in compliance with rotational speed. Converter is especially suitable for control of rotational speed of steam turbine (15). Journal (2) may be positioned directly on drive shaft (14) of steam turbine (15).
