FIELD: recording and reproduction of information on optical discs. SUBSTANCE: given stabilizer of rotational speed of optical disc has pickup of speed of optical disc with sector disc put on shaft of motor equal in size to read and/or recorded optical discs with optical marks in the form of sectors with radii equal to radius of sector disc and unit comparing signal of error of current value of speed with its reference value connected in series to speed correction unit coupled to motor. Pickup of speed of optical disc has laser with system that focuses and radially displaces beam reading information from sector disc coupled to pickups of radial displacement of beam reading or recording information on optical disc, detector with longitudinal photoeffect with screening mask placed in front of it connected in series and unit for statistic averaging of measurement results which output is linked to comparison unit. Speed correction unit is connected to system of radial displacement of beam. EFFECT: increased degree of stabilization of rotational speed of optical disc both under information recording and reproduction modes, capability for recording on optical disc having no tracks with service information made in advance. 4 cl, 4 dwg
