The polymer material has polyacrylate mixed with a second polymer material. The second polymer is selected from group consisting of polysiloxane and hydrocarbon polymer. Combination of polyacrylate and the second polymer has common solubility parameter. The solubility parameter modulates transcutaneous drug penetration velocity. The method includes stage of drug homogenization in polymer material and stage when the mixture is formed being adhesive system sensitive to pressure.
