SUBSTANCE: invention proposes an emulsion of type oil-in-water formed by oily globules that has at least a single lipophilic cosmetically or dermatologically active compound equally covered with monolamellar or oligolamellar layer. The latter is prepared from at least a single lipophilic surface-active agent, at least a single hydrophilic surface-active agent and at least a single fatty acid. Globules covered by oily shell have an average diameter less 500 nm and an aqueous phase has a dissolved basic agent. Method of preparing involves mixing an oily and an aqueous phase and obtained emulsion is homogenized by cavitation method.
