FIELD: chemical industry. SUBSTANCE: aqueous primer composition comprises polyvinyl alcohol-stabilized aqueous dispersion of phenol resin, latex based on halogenated polyolefin and metal oxide. Phenol resin dispersion is prepared by the process which comprises mixing solid, substantially water-insoluble, phenol resin, water, organic co-solvent and polyvinyl alcohol at temperature and time period sufficient to form dispersion of said phenol resin in water.
