Device has electrodes fixed in dielectric holder manufactured from chemically heterogeneous materials and electrically connected to potentiometer. The potentiometer has comparator unit, indication unit operation threshold setter and stable power supply source. One of electrode is optionally manufactured from copper in particular, the other one from aluminum or gold and aluminum.
