SUBSTANCE: machine has hollow axle carrying turning body provided with hollow shaft located across axle, branches with nozzles attached to shaft ends, crossing the shaft and are directed to opposite sides and regulator of nozzle rotation speed. Regulator is made in the form of sprocket mounted on shaft and movably installed on axle of profiled anchor with regulating counterweights engageable with sprocket.
