FIELD: catalysts for organic syntheses. SUBSTANCE: composition of catalyst defined by general formula I: [AaBbOx]p[CcDdFeeMefEiFjOy]q (I) wherein A is bismuth, tellurium, antimony, tin, and/or copper; B molybdenum and/or tungsten; C alkali metal, thallium, and/or samarium; a=0.01-8, b= 0.1-30, c up to 4, and x and y are numbers determined by valence and occurrence of non-oxygen elements is distinguished by that symbol D in formula I indicates alkali-earth metal, nickel, copper, cobalt, manganese, zinc, tin, cerium, chromium, cadmium, molybdenum, bismuth, and/or mercury; Me is cobalt; E phosphorus, arsenic, boron, and/or antimony; F rare-earth metal, vanadium, and/or uranium; d up to 20, e up to 20, f up to 20, i up to 5, j up to 15, p/q=0.001-0.099. Preparation procedure: (i) formation of key phase with formula AaBbOx; (ii) formation of cophase with formula CcDdFeeMefEiFjOy or water-soluble salts of cophase elements, or mixture of at least one of those water- soluble salts with at least one calcined phase of one of elements not forming mentioned water-soluble salt; (iii) mixing key phase with cophase; (iv) if necessary, drying mixture prepared according to item (iii), followed by calcination and, if necessary, formation of catalyst paste by known techniques, average particle size of at least one catalyst constituent chemically differing from the other constituent being varying from 10 nm to 1 mcm.
