FIELD: cellular communication systems. SUBSTANCE: device has two attenuators first one being used to control power level of artificially introduced noise and second attenuator, to set transmitted power level. When base station is additionally inserted, transmitted power is at first low and artificially introduced noise level is high so that coverage areas of forward and reverse communication lines are aligned and reside in immediate proximity of base station. As soon as base station fully comes in service, artificially introduced noise level reduces and transmitted power level rises so that both coverage areas of base station are held in balanced condition as coverage areas are extending. When base station is removed from system, same attenuators are used to concurrently close down both coverage areas in the course of reduction of transmitted power level from base station.
