SUBSTANCE: claimed steel contains, wt,%: carbon 0.10-0.28; silicon 0.03-0.42; manganese 0.17-0.70; chromium 2.0-3.3; molybdenum 0.6-0.8; vanadium 0.20-0.40; nickel 0.05-0.40; copper 0.03-0.30; cobalt 0.005-0.025; aluminium 0.01-0.15; nitrogen 0.005-0.08; cerium 0.002-0.05; calcium 0.001-0.005; sulfur 0.002-0.040; antimony 0.001-0.005; tin 0.001-0.005; the balance, iron. In this case, total content of carbon and nitrogen does not exceed 0.03%; total content of nickel, copper and cobalt within 0.5%, and total content of antimony, tin, phosphorous and arsenic within 0.05%. EFFECT: higher resistance of metal to brittle failure under conditions of heat effect and radiation, reduced level of induced activity, increased operate reliability and service life. 2 tbl
