Valve seat member 43 is arranged in middle part of diaphragm 40. With valve seat surface 44 lifted from valve shutoff member 30, fuel to be regulated can flow from pressure control side 45 at diaphragm 40 through valve seat surface 44 and reverse flow channel 54 to reverse flow side 47 at diaphragm 40.
