FIELD: fixation of ground and dusting surfaces. SUBSTANCE: binder comprises anionic polyelectrolyte, alkali metal or ammonium salt, and water. Binder further comprises divalent metal salt, ratios of components, wt %, being as follows: anionic polyelectrolyte, 0.5-3; cationic polyelectrolyte, 0.5-3; alkali metal or ammonium salt, 1.2-2.7; divalent metal salt, 0.3-1; and the water balance. Binder comprises Na- salt of carboxymethyl cellulose as anionic polyelectrolyte; polydimethyldiallyl ammonium chloride as cationic polyelectrolyte and mixture of KNO3and CaCl2 as additive, ratios of components (wt %) being as follows: Na-salt of carboxymethyl cellulose, 0.5-3; polydimethyldiallyl chloride, 0.5-3; KNO3, 2.0-2.6.
