Amine- containing compound is diethanol amine-boric acid condensation product, and film-forming material is vegetable oil, and process is carried out at 180-200 C, ratio of components is as follows: diethanolamine-boric acid condensation product, 29.0-30.0; and vegetable oil, the balance.
