FIELD: medicine. SUBSTANCE: preparation has insulin and a substance increasing its absorption in inferior respiratory tracts. The preparation is produced as dry powder usable for making inhalations. The powder has at least 50% by mass of insulin and a substance increasing its absorption as particles of up to 10 mcm diameter or agglomerates composed of such particles. The powder has a pharmacologically acceptable carrier. Bull, pig insulin, biosynthetic or semisynthetic human insulin or biologically active insulin derivative is to be taken as insulin. Surfactant substance, biliary salt, biliary salt derivative, sodium salt of urosodesoxycholate, taurocholate, glycocholate, taurodihydrofusidate, phospholipid, alkyl glycoside and others are to be taken as the substance increasing insulin absorption in inferior respiratory tracts. The preparation can be placed in inhalation device. The method involves producing insulin solution with a substance increasing its absorption in inferior respiratory tracts. The solvent is removed and powder is obtained. The powder has at least 50% of particles having their diameters less than 10 mcm. Solid state product is obtainable, the product being crushed and/or mixed to produce the powder. The second version of the method involves mixing dry insulin with dry substance increasing its absorption. Powder is produced that has at least 50% of particles having their diameters less than 30 mcm. First of all, a mixture is optionally produced. The mixture is comminuted and/or mixed until the powder is produced. Mixing is done also in the presence of carrier.
