SUBSTANCE: device has polymer base, which is made from fluorescent polymer belonging to poly-n-xylylenes with activating fluorescent doping of organic luminophore which quantum fluorescence output is not less than 0.35, and which molar extinction coefficient for wavelength of maximal intensity in fluorescence spectrum is not less than 5000 l per mole per sm. Polymer base also has secondary fluorescent doping, which is organic luminophore which quantum fluorescence output is not less than 0.5, and which molar extinction coefficient for wavelength of maximal intensity in fluorescence spectrum is not less than 5000 l per mole per sm.
