SUBSTANCE: goal of invention is achieved by microporous device design with three- dimensional porosity within range of 0,025<ϕ<0,5. Average diameter of pores and channels is d, which conforms to condition 10-3< d/λ < (λ/Lϕ)1/3, where L is height of scintillator, λ - is wavelength of light output by scintillation doping.
