The device for method embodiment contains a vessel with branch pipes for supply of sugar and blend, unit for mixing and recirculating contour for liqueur. The unit for mixing includes at least one generator of hydrodynamic oscillations installed lower the liquid level in the vessel inside or outside of ejector chamber and connected with recirculating contour. The generator is made in the form of cylindrical working chamber with at least one tangential channel for liquid access and outlet channel in the form of diffuser.
