SUBSTANCE: suspension containing polyelectrolyte complex is obtained by preparing aqueous suspension of pulp containing water-soluble cationic polymer and water-soluble anionic polymer which are capable of interacting in aqueous suspension to form polyelectrolyte complex and compound containing multivalent cation having charge at least +3 and forming polyelectrolyte complex. In another embodiment, aqueous suspension of fibrous pulp contains surface-active carboxyl-containing compounds and water-soluble anionic compounds.
