FIELD: polymerization catalysts and processes. SUBSTANCE: catalytic component contains magnesium, titanium, halogen, and electron-donor compound, does not lose titanium on washing with hexane at room temperature and loses less than 15 wt.% of titanium on washing with o-dichlorobenzene at 90 C. Catalytic component can be prepared by a method wherein non-removable in contact with hexane titanium is brought into contact with polar compound (dipole moment 0.50 to 4.00 Debye) causing at least 25 wt.% decrease in titanium content to give catalytic component with weight ratio of electron-donor compound to titanium is at least 7:1. Olefin-polymerization catalyst containing this component can be used in (co)polymerization of olefins and is distinguished by high activity relative to formation of high- stereoregularity polyolefin while low-stereoregularity polyolefins are formed in reduced amounts.
