FIELD: solid fuel and waste disposal. SUBSTANCE: composition contains municipal waste water sludge, 0 to 50% of cellulose-containing materials, and 10 to 40% of broken (no longer than 3 mm) cellulose nitrates and/or blasting powder crumb. Briquettes are fabricated by way of jointly grinding sludge and cellulose-containing materials (wood materials, industrial and agricultural paper waste), mechanically dehydrating resulting homogeneous mixture, drying, adding municipal waste water sludge and cellulose-containing materials and/or blasting powder crumb, compacting fuel briquettes, and final drying thereof until fixed weight is attained. When compacting briquettes, ethylacetate or ethanol-ether mixture is used as solvent. EFFECT: improved consumer's quality of fuel briquettes and utilized waste. 2 cl, 1 tbl
