Stationary transponders of street-and-road net receive signals of beacon-type transmitters, take bearings of beacon transmitters, measure signal power and transmit information to base stations. Information center is coupled with base stations and is connected to paging net. Coordinates of vehicle are determined in information center where also number of switchings of beacon-type transmitter are recorded for subsequent billing. Reception and processing of information of external information sources and transmission of information to territory distributed net of centers of operative response to threats and facts of unauthorized usage of protected vehicles are also provided by information centers. Vehicle owner has transponder cars with secret interlocking, beacon and calculating codes. Identification code is kept in digital storage.
