FIELD: communication systems. SUBSTANCE: system provides locking engines of transport vehicles using paging communication network and putting beacon type transmitters into operation. Transceivers of street and road service system receive signals from the transmitters and take bearings on them. Signal power is measured and the data are transmitted to the base stations. The stations are connected to traffic supervision center making primary processing of the received data. Transport vehicle coordinates and the number of its transmitter switching-on acts are determined in information centers giving services to the prescribed group of objects for making financial settlements. The information centers receive and process data from external information sources and submit messages into territorial distributed network of centers carrying out emergency response to facts of unauthorized actions exerted upon the objects under guard. Transport vehicle owners have transponder card with secret locking, beacon and settlement codes saved. Identification code is stored in digital memory. The latter is read in remote access mode from the card for unlocking the engine. EFFECT: enhanced effectiveness and reliability of protection; wide range of features for commercial use. 2 dwg
