SUBSTANCE: method includes melting of steel of definite chemical composition, steel alloying with ferro-niobium during metal tapping from furnace, ladle treatment of steel, casting of steel on continuous casting machine, preliminary and final deformations, and final cooling of stock at temperature of 750-1000 C with cooling of 0.5-2.0 C/s.
