SUBSTANCE: proposed method includes activation of mixing water by high-voltage discharges arising between electrode pairs, introducing chemical antifreeze additive and stirring this mixture with components of concrete mix; activation is effected through treatment of mixing water, after which it is mixed with chemical antifreeze additive.
