FIELD: railway transport; tank cars. SUBSTANCE: invention relates to railway tank car which has upper part, bottom part and manhole in upper part and bottom outlet. Device has gate seat in bottom part of tank, defining outlet hole, and plate movable relative to hole from open to closed positions. In closed position plate is in contact with seat to form liquid-tight joint. Device has also turnable member fastened on manhole, operating lever unit connected with plate and high-connected with member. Displacement of lever makes plate move between open and closed positions. Device can be provided with catch to prevent displacement of plate from closed position and secondary lever unit for moving the catch and indication, i.e. indicate position of plate to operator at manhole. Device can be furnished with secondary gate communicating with outlet hole and provided with outlet cover controlled by lever to make cover slide along guides downwards with subsequent shifting sideward. Stop mechanism can be provided to prevent movement of lever for closing the plate and safety device connected with catch and providing shifting the catch from closed position in case of failure of second lever unit.
