SUBSTANCE: to improve wear resistance, steel further comprises magnesium and group of rare-earth elements including cerium, lanthanum and neodymium, ratios of steel components being as follows, wt %: carbon, 0.9-1.5; silicon, 0.3-1.0; manganese, 11.5-15.0; chromium, not higher than 1.0; nickel, not higher then 1.0; sulfur, not higher then 0.05; phosphorus, not higher than 0.12; magnesium, 0.03-0.05; rare- earth metals, 0.03-0.45 including group consisting of cerium, lanthanum and neodymium, ratio of components being as follows, wt %: cerium, 0.005-0.01; lanthanum, 0.005-0.001; neodymium, 0.01-0.015; and iron, the balance.
