FIELD: mechanical engineering. SUBSTANCE: apparatus has immovable casing adapted to be mounted on machine spindle head assembly, movable casing provided with eccentric opening and rotary connected to immovable casing, spindle axial and rotational motion mechanisms, and working tool radial displacement mechanism. Rotary sleeve of working tool radial displacement mechanism is positioned in eccentric opening of movable casing and has eccentric opening for receiving spindle with working tool. Movable casing and rotary sleeve openings have equal eccentricities. Working tool radial displacement mechanism has planetary multiplier and two hydraulic cylinders with adjustable stops positioned in movable casing for cooperation from two opposite sides with projection on rotary sleeve. Spindle rotating mechanism has rotary hydraulic cylinder connected to internal gear positioned eccentrically with respect to shaft of immovable casing and adapted for cooperation with external gear, which is coaxially mounted on movable casing. Axial displacement mechanism has feed screw nut fixed in immovable casing and connected to threaded part of movable casing. Feed screw nut pitch is equal to that of thread to be cut. Apparatus of such construction may be used for machining of fixing openings of nonrotational parts in metal cutting equipment.
