FIELD: manufacture of building materials and Portland cement. SUBSTANCE: proposed method includes delivery of charge to rotary furnace and introducing activating additive; this additive (in the amount of 3 to 7% of mass of clinker) is fed to outlet portion of caking zone on layer of cooling clinker whose temperature is below maximum roasting temperature by 10 to 80 deg. , but not below 1280 C; clinker with additive moves to furnace recess for 7 to 20 minutes; potassium, sodium and sulfur compounds at total content of SO3 and Na2O and/or K2O no less than 18% of mass of additive are used as additives. EFFECT: enhanced hydraulic activity of low-base clinkers at early hardening terms to level of strength of industrial high-base clinkers. 2 dwg, 4 tbl
