SUBSTANCE: crossmember 2 of handlebar is installed for rocking relative to longitudinal axis on top of wheel fork shaft by means of longitudinal shaft 1. Shaft 1 is connected with carrier 7 means of universal joint to provide transmission of rotation of longitudinal shaft 1 when handlebar is turned relative to vertical axis. Carrier 7 engages with crank 9 through spherical bearing on end. Crank 9 is installed on support mounted eccentrically on gear wheel 12.
