FIELD: building materials industry, particularly, manufacture of heat-insulating refractory materials for warming structures of buildings, industrial heat units and metallurgical equipment and commutation systems. SUBSTANCE: raw mix comprises liquid glass, fluorine-containing component, sodium hydroxide, silicon-containing component, alumosilicate and fine filling agent. Silicon-containing component is fly ash of air collection cyclones of steel making production which comprises, wt.%: silicon at least 80 ; copper, at least 4; iron not higher than 4.5; calcium, not higher than 4; aluminium, not higher than 0.95; titanium not higher than 0.25; carbon, not higher than 5, ratios of components being as follows, wt.pts; liquid glass, 25-40; fluorine- containing component, 2-10; sodium hydroxide, 2-10; said fly ash (calculated for silicon), 25-30; fine filling agent, 25-65. Raw mix further comprises silicon additive. Method of preparing heat resistant cellulose concrete comprises separate preparation of liquid phase prepared by mixing liquid glass, fluorine-containing component and sodium hydroxide, and dry portion prepared by mixing silicon-containing component and calcium alumosilicate followed by mixing liquid phase and dry portion at 45-80 to 29-60 ratio, addition of fine filling agent to the resulting mixture, foaming and solidification of the resulting raw mixture. In using said raw mix, solidification is carried out for 0.1 to 10 h with prethermal shock. Silicon additive is further added to raw mix and surface treatment of concrete is carried out with silicon composition.
