SUBSTANCE: the coder has a code forming unit, whose output is connected to the inputs of the leading edge separation unit and the trailing edge separation unit, the first coincidence gate, whose output is connected to the input of a one-shot multivibrator, the second and third coincidence gates, whose first inputs are interconnected, code monitor unit, whose output is connected to an actuating unit, coupling line and two delay elements, the second coupling line and the code recovery unit are also unit, the output of the latter is connected to the input of the code monitor unit, and the first and second inputs - to the outputs of the second and third coincidence gates respectively, whose point of connection of the first inputs is connected to the output of the one - shot multivibrator, and the second inputs are connected to the outputs of the first and second delay elements respectively, the outputs of the leading edge separation unit and the trailing edge separation unit via the respective coupling lines are connected to the inputs of the first and second delay elements respectively, and to the respective inputs of the first coincidence gate.
