SUBSTANCE: device has cylindrical case accommodating rotor with paired twin guides, one supporting roller, stop, and turning lever with disk cutter mounted on rotor for engagement with mentioned stop. Novelty is that rotor is provided with length limiter for conductor section being treated and that axes of two pairs of guide rollers are perpendicular to disk cutter axis which provides for more exact turn of disk cutter and enhances incision force.
