SUBSTANCE: device has cylindrical base with large strain-gage ring mounted thereon, upright mounted on the large strain-gage ring and bearing small strain-gage ring having draw plate with strain gage transducers, compression chamber formed by cylinder closely engageable with the draw plate, supporting member and plunger having rod with removable piston of variable length and diameter. The large strain-gage ring has strain gage transducers for measuring torque connected to electric current collector fixed on the device. Conducting bushing having rod is mounted in the compression chamber. The removable piston and draw plate are rotatable relative to each other with variable angular speed.
