FIELD: radio communication, television starting from decimeter range of ground TV networks allocated for analog television. SUBSTANCE: technical result is reduced power input of system thanks to exclusion of two transmission channels on transmitting side and two reception paths on receiving side and enhanced TV image resolution. This technical result is achieved by insertion of first and second power-operated pulse distributors on transmitting side, of channel forming control signals, unit processing codes of video signals, first and second delay elements and adder into channel ER of video signal and into channel EG of video signal, unit of delay elements into first channel EB of video signal, second unit of delay elements and adder into second channel EB of video signal on receiving side. In addition three units of pulse amplifiers are inserted into equipment on receiving side. Each radiator of radiation modulation unit includes light-emitting diodes of three basic colors. Clock frequency in system is 70 MHz, occupied frequency band is 252 Hz, information transmission rate is 280 Mbit/s and information presentation rate is 840 Mbit/s.
