SUBSTANCE: method comprises steps of making powder containing iron and at least one element of group including chrome, manganese, copper, nickel, niobium, boron, silicon, molybdenum, tungsten; decarburizing powder in atmosphere containing at least H2 and H2O vapor; measuring concentration at least of one of carbon oxides (alternative gases) formed during decarburization stage or measuring oxygen potential at least in two points mutually spaced by predetermined distance along furnace; controlling content of H2O vapor in decarburized atmosphere at measuring.
