FIELD: manufacture of building materials. SUBSTANCE: noncontracting clinker that can find use when manufacturing and repairing concrete constructions operated in constant contact with corrosive media, for example floating docks, contains 82-92% Portland cement clinker, 3-10% expansion agent, and material consisting essentially of calcium sulfate, said expansion agent containing sulfo-alumino-ferrite and/or sulfo-ferrite clinker and, in said Portland cement clinker, content of tricalcium aluminate being no higher than 5%, whereas summary content of tricalcium aluminate and tetracalcium alumino-ferrite does not exceed 22%, and content of alumina does not exceed 5%. EFFECT: increased corrosion resistance of noncontracting cement under conditions of combined chemical and physical attacks: sulfate, magnesia, and chloride, and alternate freezing-thawing and moistening-drying effects. 2 tbl
