FIELD: provision of electric power and heat in industrial and dwelling objects, including separately standing buildings and their parts, for example, mansards. SUBSTANCE: the plant uses three independent one from another systems of power take-off: production of electric power from emitters-collectors, production of thermal power due to forced convection of air medium heated in a closed spaced under the aerodynamic fairing, and transfer of thermal power to the zone of consumption by the propulsive mass enclosed in a closed system of internal supply of the heat-transfer agent. The plant efficiency is enhanced due to the use of the heat and electricity accumulators that provide for accumulation of solar heat in the heat excessive period (summer) and use it in the heat deficient period (winter) due to constructional performance of the light detector trap providing for the maximum take-off of the solar energy getting onto the area of the mirror aperture due to installation of an electric heater and an additional local ballast inductor-radiator of heat in the light detector trap, as well as to the use of mirror lavsan film with devices adjusting its tension, which minimizes the light diffraction of the light spot on the surface of the heat tube and inlet aperture of the liquid detection trap.
