FIELD: electric engineering. SUBSTANCE: device has body, measuring electrode (monopole) fixed on electromotor shaft in perpendicular to shaft axis, screen, amplifier which input is connected to the monopole, signal transformer and data display unit. The monopole is plate shaped as a part of circle bounded with two radii each of which is smoothly conjugated with an arc placed between them by means of curves curved outside of circle part. Electromotor shaft passes through circle center and is electrically insulated from the monopole. Screen is designed as circular ring electrically insulated from the monopole and connected to the body allowing one to change its plane inclination angle relative to monopole rotation plane. The amplifier is connected to monopole via sliding contact. EFFECT: high sensitivity, small error of measurements. 5 cl, 2 dwg
