FIELD: agriculture. SUBSTANCE: covering has upper and lower fabric layers and intermediate seed carrying layer, which are connected to one another. Intermediate layer is formed of preliminarily prepared nutritive mixture of fertilizers and plant seeds. Nutritive mixture contains limed peat and complex mineral fertilizer comprising nitrogen, phosphor, potassium used in an amount of 0.8-1.2 kg per 11 cu.m of peat or bioorganic fertilizer, which may be food waste subjected to processing and which is used in an amount of 1.2-1.5 kg per 1 cu.m of peat. Rate of seeds introduced into nutritive mixture is 10- 35 g/sq.m of covering. Thickness of intermediate layer is 2-10 mm. Said structure allows uniform plant covering to be provided and strong root system to be created for short time. Such covering may be used in ornamental horticulture, in flower and grass composition designs including those for beds and grass covering for various purposes, such as refining of territories, strengthening of earth construction slopes (roads, channels, dams) and reclaiming of disturbed lands.
