FIELD: fire retardants. SUBSTANCE: fire-retardant composition for surface treatment and impregnation of burnable cellulose-containing materials, wood, woven and nonwoven natural-fiber and mixed-fiber materials, and paper is prepared by mixing mono- or/and diammonium phosphate with urea, moistening mixture, and adding 0.5 to 5.0% surfactant in the next stage wherein mixture is melted at temperature up to 120 C to give product with melting point 102-106 C. Melting operation is continued until product is obtained, whose 20% aqueous solution has pH within a range of 5.0-6.2, whereupon product is cooled and disintegrated at stirring.
