FIELD: catalysts. SUBSTANCE: invention describes method for preparation catalyst having supported active catalytic layer made from fine materials and catalytically-active components with high-developed surface. When needed powder mixture from above-indicated fine materials is prepared, this mixture is soaked with solution containing precursors of catalytically-active components. Proper choice of combination of fine materials with precursor compounds and observing proper conditions of soaking operation ensure high-disperse precipitation and adsorption of catalytically-active components on fine materials. Aqueous coating dispersion is then prepared using previously prepared soaked powder mixture and deposited on inert support. Deposited layer is finely dried and calcined.
