FIELD: electrical engineering. SUBSTANCE: relay that functions as frequency-raising and frequency-reducing apparatus has series-connected isolating transformer, frequency filter, voltage divider, first zero-level threshold unit, differentiating member, first pulse shaper producing pulses whose length equals reference-frequency signal quarter- cycle, and first AND gate; series-connected frequency-dependent phase-shifting member whose input is connected to output of frequency filter and second zero-level threshold unit; second AND gate; reference-frequency signal quarter-cycle delay circuit; series- connected reversing counter whose addition input is connected to output of AND gate, subtracter whose input is connected to output of second AND gate, and memory register whose output is connected through double-threshold comparator to input of final element. Device also has series-connected monostable multivibrator whose output is connected to input of memory register zero-setting input, and clock generator, as well as series- connected second pulse shaper and second OR gate.
