FIELD: nuclear engineering. SUBSTANCE: invention relates to surfaces contaminated with strongly fixed radionuclides and comprises formation of easy-to-remove polymer film on surface to be cleaned. Film-forming composition contains water-soluble film-former, plasticizer, surfactant, and mineral acids in amounts providing pH of solution within 0.5 to 2 range. Deactivation is performed under anode polarization of surface at density of passed current 0.2 to 7,5 A/sq.dm. Hardened polymer film is removed together with radionuclides fixed therein. EFFECT: enabled efficient cleaning without formation of liquid effluents. 3 cl, 5 tbl
