Substances are positioned without gap between base and protective sheet and between base and information applying sheet. Both sides of substrates are coated with layer of non-hardening glue. Method involves gluing information applying sheet and protective sheet to base with the use of substrates coated at both sides with layer of non-hardening glue so as to form pack.
