SUBSTANCE: device incorporated in image digital processing system for receiving data flow of compressed image pixel blocks and suited for use in MPEG-2 signal processing systems has means for decompressing compressed pixel block; recompression circuit for pixel presentations from decompressed pixel block so that mean number of bits for compressed pixel presentation for brightness data is greater by at least one bit than for compressed pixel presentation for color data; memory for keeping recompressed pixel presentations; predictor unit for generating prediction error values from pixel presentation; second circuit for extracting block parameter from pixel block; prediction error processor designed for shifting negative values of prediction errors to obtain positive prediction values prior to recompression; controller that functions to receive block parameter of decompressed pixel block and is designed to check quantization level for coding recompressed pixel block and block parameter using preset bit number.
